Uttar Pradesh opened an 11-day festival and state-level exhibition for clay artisans in Lucknow on Wednesday, with the state government saying it wants to raise craft incomes and turn traditional skills into a source of employment and self-employment. Khadi and Village Industries Minister Rakesh Sachan inaugurated the Mati Kala Mahotsav-2026 at the Khadi Bhawan complex in Dalibagh, and the event runs until November 7 under the theme Culture from Soil, Prosperity from Culture.
The festival is organized by the Uttar Pradesh Mati Kala Board and displays clay products, home decor items and artifacts made by artisans from districts across the state. Sachan said clay art is part of the state's cultural heritage and rural life, and that the government is trying to connect traditional skills with new opportunities through modern equipment, financial assistance and better market access.
A Craft Workforce Measured in Families
The board, established on July 19, 2018, has identified more than 48,000 artisan families so far, according to the minister. About 40,000 artisans have been given land and lease facilities so they can secure supplies of clay, he said, describing the support as a way to keep production running rather than a one-off payout.
On equipment, more than 18,400 electric potter's wheels have been distributed across the state to modernize clay work, and the government has set a target of handing out another 2,740 wheels during the current financial year. More than 1,300 enterprises have been established under the Chief Minister's Mati Kala Rojgar Yojana, with a goal of setting up 300 more this year. Ten Common Facility Centres have been set up in Pilibhit, Rampur, Kannauj, Amroha, Barabanki, Firozabad, Bijnor, Amethi, Bareilly and Jalaun.
The minister said the state is placing emphasis on product quality, attractive designs, packaging, branding and digital marketing so that artisans receive fair prices. Anil Kumar Sagar, principal secretary of the department, attended the opening.
Skills That Reach Beyond the Wheel
For working artisans, the package points to a broader shift in what fine arts and crafts careers now demand. Throwing and shaping clay remains the core skill, but the state's stated priorities also cover presentation and selling: design improvement, packaging, brand building and online promotion. Those are the tasks that decide whether a potter earns from a single local buyer or from customers in other cities and countries.
The Common Facility Centres and shared equipment also suggest a more organized production model, in which artisans can use machinery and facilities they could not afford alone. The enterprise scheme adds a route from individual craft work toward small businesses that employ others, an area where access to credit and steady orders usually decide whether a workshop survives.
Craft promotion programs in India have often been judged on visibility rather than income, so the figures released at the opening give observers something concrete to check. The state has published targets for wheels and enterprises, but it has not set out in the announcement how much artisan incomes have risen or how many of the identified families earn regularly from clay work.
What to Watch
The first test is delivery against the targets announced for the financial year: 2,740 additional electric wheels and 300 new enterprises. The second is whether the design, packaging and digital marketing support translates into sales at the Lucknow exhibition and beyond it, since the festival runs only until November 7. The third is how the Common Facility Centres in the ten districts are used once the event closes, and whether artisans outside the districts already covered gain similar access.
