This assessment shows how a people function can find, rate and control the risks that matter most to fair treatment, competence and the health of its workforce. Eight risks were chosen because they are plausible in everyday recruitment, development and employment work. Record breaches, biased selection and legal non-compliance carry the highest inherent scores because their impact is serious even when they are not frequent. Each risk is scored before controls and again after existing and additional controls. Most risks fall to Medium or Low once the added controls are in place, but the legal and data risks stay at Medium because the consequences remain serious. The first actions are role based access limits, structured selection scoring, a workload limit in each role profile and a tested restore of training records.
Scope
This assessment covers the people function of a mid-sized service organization, from recruitment and onboarding to learning, performance, development and exit. It looks at risks to fair treatment, confidential records, staff wellbeing, competence and the talent pipeline. Jurisdiction, sector, headcount and systems are not specified in the brief, so they are assumptions made for teaching only.
Context
The people team includes a head of people operations, an HR business partner for each service area, a talent acquisition manager, a talent development lead, a payroll administrator and an HR systems administrator. Line managers run day to day teams and deliver some coaching. Training is delivered by a mix of internal trainers and external providers through a learning platform that holds course records, certificates and training plans. Each risk is scored before controls to show its natural level, then scored again after the existing controls and the additional controls that should be added. The aim is to show method, not to describe any real organization.
Objectives, assets and stakeholders
The objective is to recruit and develop people fairly, build the competence the organization needs, protect staff wellbeing and keep records accurate, confidential and available. The assets in scope are personnel and learning records, training budgets, the learning platform, the talent pipeline and the reputation of the people function. Stakeholders include employees, learners, applicants, line managers, the people team, the finance team, external trainers and providers, and the executive team. Clear roles matter. Every risk has one owner role, and the head of people operations keeps the register current and reports to the executive team each quarter.
