Defining Public Health and Its Core Mission

Public health is the science and practice of protecting and improving the health of entire populations rather than individual patients. Unlike clinical medicine, which focuses on diagnosing and treating sick individuals, public health targets the conditions that make people healthy or sick in the first place. This population-centered orientation is what gives public health its distinctive character and broad scope.

The most widely cited definition describes public health as the organized efforts of society to prevent disease, prolong life, and promote health through informed choices by society, organizations, communities, and individuals. Three core functions frame how public health agencies carry out this mission: assessment, policy development, and assurance. Assessment involves systematically collecting, analyzing, and sharing information about community health conditions. Policy development uses that evidence to set priorities and create plans. Assurance ensures that essential health services are available and accessible.

The Ten Essential Public Health Services provide an operational framework that translates these three functions into concrete activities. These include monitoring health status, diagnosing community health problems, informing and educating the public, mobilizing community partnerships, developing health policies, enforcing protective regulations, linking people to health services, ensuring a competent workforce, evaluating services, and researching innovative solutions. Together, these services define what a functional public health system must do regardless of setting or resource level.

Public health draws on multiple disciplines — epidemiology, biostatistics, social and behavioral sciences, environmental health, and health policy — each contributing a distinct lens. This interdisciplinary nature is one of public health's greatest strengths, allowing practitioners to address problems that no single field could resolve alone. Understanding how these disciplines interconnect is the starting point for effective practice.

It is also important to recognize that public health operates at multiple levels simultaneously: individual behavior, social networks, organizations, communities, and broader policy environments. Interventions that target only one level typically produce limited results. The most effective public health strategies align action across several levels at once, a principle reflected in ecological models of health that you will explore throughout this course.

Example

A regional health department in a mid-sized city notices a rising rate of childhood asthma hospitalizations. Rather than simply treating affected children in hospitals, the public health response activates all three core functions: assessment (analyzing air quality and housing data by neighborhood), policy development (drafting regulations on indoor mold remediation and diesel emissions near schools), and assurance (partnering with schools to provide asthma management education and connect families to clinical services). This integrated response illustrates the population-level, multi-disciplinary approach that defines public health practice.

Quick Revision
  • Public health focuses on population health, not individual clinical care.
  • Its three core functions are assessment, policy development, and assurance.
  • The Ten Essential Public Health Services operationalize these functions.
  • Public health is inherently interdisciplinary, drawing on epidemiology, biostatistics, social sciences, environmental health, and policy.
  • Effective interventions address multiple levels of the social-ecological environment simultaneously.
